Goals 2000, fiscal equity, and systemic reform: Are we a nation prepared to respond?

Education reform is a major policy issue and in the forefront of the national policy agenda, therefore, it is important to determine how fiscally prepared states are to respond to reform initiatives and national goals. The National Center for Education Statistics Common Core of Data (CCD) is used for the statistical analysis of fiscal equity. In general, the results indicate that there are vast differences in equity within and between states. To assist in policy integration, a theoretical model is developed that illustrates the relationships between the social environment, the federal, state, and local policymaking bodies, education reform strategies at each level of governance, and sources of funding that impact equity and adequacy.
